Full name as recorded at U.S. National Arboretum: Artemisia pontica. Possibly a dwarf form, in which case it may be the same as the one sold sometimes as 'Nana' (although the name does not appear to be valid); described in the nursery's handbook as reaching only 12" tall, which is short for the species. -SBL
